The Bureau of Indian Standards (BIS) is India's National Accreditation Authority, and it is a department under the Ministry of Consumer Affairs, Food & Public Distribution's Department of Consumer Affairs. The Bureau of Indian Standards Act of 2016 formed it, and it went into operation on October 12, 2017.

A Bureau of Indian Standards Act, 2016 (also known as the 'Act') establishes the Bureau of Indian Standards 'BIS'. Under the standardized framework, the BIS defines the rules for covering systems and components. BIS is the 'National Standards Body of India,' according to the Act, and is governed by the Ministry of Consumer Affairs, Food & Public Distribution, and the Government of India.

BIS performs various tasks, including normal development, product certification, professionals, laboratory services, and training. The primary and most well-known goal of BIS, but on the other hand, is to develop and implement quality certification requirements. BIS also guarantees that standard, classification, and quality management systems of goods proceed in a coordinated manner.


BIS covers the following certification methods:

•   Product Certification Program — This process applies to physical items, with some products requiring mandatory certifications.

•   System Certification Program — This approach applies to systems and processes.

•   Overseas Manufacturing Certification Program - This program applies to international manufacturers who sell their wares in India.

•   Hallmarking - Used to identify items made of precious metals such as gold and silver.

•   ECO Marking Program - For items that have an impact on it or are connected to the environment.


BIS ISI Certification


BIS Certification allows the registered person to provide third-party assurances on product quality, security, and dependability to consumers and is necessary mainly for component imports. Although certification was previously optional, the Government of India has made it compulsory for various goods. A licensee with a BIS Certification is also authorized to be using the ISI mark on its products, which indicates that the product complies with the Bureau of Indian Rules.

Under BIS, there are two categories of certifications:-

•   The BIS CRS certification is required, although there are no factory inspections.

•   BIS ISI certification is needed, along with factory inspections.

Each form of certification will have its distinctive mark, which is also essential.


In India, who issues a BIS Certificate?


The Bureau of Indian Standards (BIS) department in India issues BIS Certification. It is a National Standards Organization that was established to promote and develop the country's standards movements. After completing a safety inspection of the products following the stated Indian Standard and providing the relevant papers, the Bureau of Indian Standards issues this certification.


What is the procedure for BIS certification?


The BIS certification procedure always comprises the following steps:

•   Applications.

•   Factory Inspection (only with BIS-ISI).

•   India performs product testing.

•   Certifications.

•   Marking.

The manufacturing investigation and follow-up examinations might be necessary, depending on the type of certifications and which goods are impacted. The investigators will identify test samples during the BIS-ISI plant inspection, delaying the certifications procedure by several months. 


Program towards Certification on Foreign Manufacturers (FMCS).


Foreign producers have been able to have these products approved by BIS before importing them into India since 2000. BIS has created unique guidelines for this objective, the Foreign Manufacturers Certification Scheme (FMCS). BIS verifies products made outside of India which satisfy Indian specifications and allows them to be labelled as such. A BIS ISI certification is always required.


What is ISI Mark?


The Bureau of Indian Standards' principal responsibility is to maintain a product's service and quality. After confirming the product's quality, dependability, and safety, the BIS issues the ISI mark as third-party certification.

Difference between Original and duplicate ISI mark


•   There are many products on the market that look similar to the ISI mark.

•   Fake products include those labelled 'As per ISI standards,' 'Confirmed to ISI standards,' or 'As per ISI specifications.'

•   On original ISI products, the logo is rectangular. Its length and width are 4:3 in proportion. Number IS: is written on with a number after it. IS: appears on all items, although the quantity of them varies. This number denotes the product's category. The letters CM/L, as well as a seven-digit license number, are inscribed beneath the logo. This number aids in the identification of the manufacturing unit.


Compulsory Registration Schemes (CRS)


For the product class as classified by Meet, the Bureau of Indian Standards (BIS) operates Compulsory Registration Schemes (CRS) for notified products as per BIS Rules, 1987. (Ministry of Electronics & Information Technology). The Ministry of Electronics and Information Technologies launched the CRS Scheme in 2012.

•   Anyone who manufactures, imports, sells, stores, or distributes goods listed on the authority's product catalogue could also apply for BIS Registration, which certifies compliance with the Indian Standard described within arranging.

•   Anyone who manufactures these items must apply for BIS registration after having their product evaluated by BIS-approved laboratories.

•   A BIS, after which registers manufacturers as part of its registration system, allowing each other to certify that their products meet Indian Guidelines.
